LTR was introduced in the form of 3 short paragraphs in the 2015 Procurement Regulations. The 2023 Procurement Act makes huge changes to this approach.

What IS the Care Tendering Tracker?
The Care Tendering Tracker is a course in three parts designed for individuals and organisations in the health and social care sector who tender under the Light Touch Regime or for Low Value contracts. It provides information, guidance and the skills needed to create a strategic approach and tender successfully for care contracts.

Unlike other generic courses, the Care Tendering Tracker is tailored specifically for health and social care and other services providers tendering under the new LTR rules. It ensures learning is based on accurate and specialised information to avoids costly mistakes and confusion. Learners and organisations can save time and resources while ensuring compliance with sector-specific requirements.

The new Act means all change for the buyers too. The change from the Most Economically Advantageous Tender (MEAT) system to the Most Advantageous Tender (MAT) system will be challenging in a number of ways.

What the new Act will mean for tendering for care contracts.
A series of bite size explanations of exactly how the Act applies to Care tending, explaining the new LTR and how to prepare a strategic approach to successful tendering under the new rules including:
  • How does the standstill period apply to a LTR contract;
  • What are the rules for LTR frameworks under the Act;
  • What are the new KPI rules, how do they apply to  LTR tenders; and
  • How will contract terms and conditions change to comply with the Act.

Part 2. The Insiders Guide:
to Government Procurement Guidance

How the Act is to be implemented
A guide to documents defining how the Act is to be implemented including
How tenders are to be assessed and contracts awarded such as rules for the inclusion of service users in the process;.
The Procurement Playbook such as a description of the "Should cost" approach now that pricing is not longer a scoring criterion'

It is not always easy to keep up to date with government notices and know exactly what is required of providers. Often this comes by word of mouth and  wide range of sources.
